Delhi-NCR will introduce temporary office attendance limits and construction restrictions from November 5 to November 20 as authorities prepare for a period when seasonal weather conditions can worsen air pollution. The Commission for Air Quality Management (CAQM) announced the preventive measures in an order dated October 30, 2026.
Under the directions, state government and private offices in Delhi, Gurugram, Faridabad, Sonipat, Ghaziabad and Gautam Buddha Nagar must limit physical attendance to up to 50% of their staff. The remaining employees are expected to work from home. Industrial establishments and essential services where remote working is not practical are exempt from this arrangement.
The order also restricts dust-generating demolition and outdoor construction activities across the National Capital Region, subject to specified exemptions. The measures are intended to reduce pollution risks during early to mid-November, when unfavourable weather conditions have historically contributed to episodes of very poor, severe and severe-plus air quality.
Projects linked to essential public infrastructure and national security are exempt from the construction restrictions. These include work related to the Railways, Metro services, airports, inter-state bus terminals, hospitals, water supply, sanitation and defence, along with other projects of national importance.
However, the restrictions apply to certain linear public infrastructure projects, including highways, roads, flyovers, overbridges, power transmission lines, pipelines and telecommunications work.
The CAQM said the steps were designed around the region’s seasonal vulnerability to air pollution and were limited to a defined period and geographical area. The Commission has powers under the Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021, to issue directions aimed at protecting and improving air quality.
The temporary rules are part of preventive efforts to manage pollution during a high-risk period. Residents, employers and construction operators should follow official directions and check for further updates from the relevant authorities.
