Under the new arrangement, dated October 4, Dr. Seema Khanna is required to route files concerning Information Technology (IT), Information and Communication Technology (ICT), and Grievances/PGRS through Senior Deputy Election Commissioner Pawan Kumar Sharma.

The latest order comes more than three months after an internal administrative change triggered questions over the reporting structure within the Commission.

An internal order issued on July 28 by Senior Deputy Election Commissioner Maneesh Garg had removed Deputy Election Commissioner Sanjay Kumar from responsibility for IT and ICT matters.

The change allowed Seema Khanna to report directly to the Election Commission, without routing the relevant files through the previous supervisory arrangement.

Following the order, Election Commissioners S. S. Sandhu and Vivek Joshi wrote to Cabinet Secretary T. V. Somanathan on July 29, raising concerns regarding the working allocation order issued by Garg, who was then holding interim charge of the Administration Department.

The latest order restores a defined supervisory channel for IT-related matters. Under the revised arrangement, files handled by Khanna concerning IT, ICT and Grievances/PGRS must pass through Senior Deputy Election Commissioner Pawan Kumar Sharma.

The development marks a change in the administrative reporting structure within the Election Commission after months of controversy surrounding the allocation of responsibilities.
