The Ministry of Rural Development notified the rules on November 2, 2026. They allow citizens to file complaints on any matter concerning the implementation of the rural employment scheme.

However, the final rules have omitted two important provisions that were included in the draft circulated in May 2026.

One of the dropped provisions required the registration of a First Information Report (FIR) when preliminary inquiries or social audits revealed prima facie evidence of financial irregularities.

The second provision required action-taken reports on grievances to be presented before panchayat and district panchayat meetings for review and monitoring.

The omission of these clauses marks a change from the draft framework, which had included specific measures for addressing suspected financial misconduct and strengthening local-level oversight.

The Ministry said the new provisions are intended to make the grievance redressal process more accessible and ensure that citizens' concerns about the scheme receive timely attention.

The 15-day resolution requirement establishes a defined timeline for handling complaints. However, the final rules do not retain the draft's specific FIR requirement or mandatory presentation of grievance action reports at panchayat meetings.
