US Secretary of State Marco Rubio is set to visit India from October 17 to 22 as Washington and New Delhi seek to strengthen energy cooperation and economic ties amid ongoing diplomatic and trade tensions. The visit forms part of a five-day trip that will also take Rubio to Uzbekistan.

During his India leg, Rubio is expected to visit Mumbai and Jamnagar, where he will meet senior government officials and business leaders. According to the US Department of State, discussions will cover the strategic partnership, regional and global developments, energy cooperation and opportunities for commercial investment.

The planned visit to Jamnagar is particularly significant because the city houses Reliance Industries’ refinery complex, which has a reported processing capacity of around 1.4 million barrels of crude oil per day. Energy security has become an important issue in India-US relations, especially amid uncertainty surrounding Russian oil imports and potential US tariffs on countries purchasing Russian energy.

The visit comes at a challenging moment for bilateral relations. Negotiations over a proposed India-US trade agreement have reportedly stalled again, while disagreements over tariffs, energy purchases and other diplomatic issues continue to create friction.

Rubio’s trip will also include meetings in Uzbekistan, where he is scheduled to attend the C5+1 Ministerial with representatives from five Central Asian countries. A US commercial delegation of more than 200 business leaders is expected to accompany him for discussions on regional investment and economic cooperation.

The outcome of Rubio’s meetings in India could offer clues about the direction of energy cooperation and wider economic engagement between the two countries.
