The Indian government plans to release a consultation paper on artificial intelligence (AI) regulations within a month, with AI safety and deepfakes among its key focus areas. Information Technology Minister Ashwini Vaishnaw announced the proposed timeline on October 8, 2026, while speaking at the launch of the World Bank’s 2026 World Development Report in New Delhi.
Vaishnaw said the government wants to develop a techno-legal approach to address the potential harms caused by AI. He highlighted concerns about deepfakes and the wider social impact of AI-generated content, warning that misuse could create serious problems.
The minister has asked the concerned ministry to prepare and release the consultation paper within the next month. The document is expected to support discussions on how AI-related risks can be addressed through an appropriate regulatory framework.
Vaishnaw also emphasised the role of industry stakeholders in shaping AI regulation. He said businesses would need to take responsibility for a substantial part of implementing safeguards, making industry participation an important element of the proposed process.
Alongside AI safety, the government is looking at changes to education and skill development as AI adoption grows. Vaishnaw said the government would work closely with the Ministry of Education to update university curricula for AI.
The proposed consultation comes as governments and technology companies face questions about the risks of AI-generated misinformation, impersonation and other forms of misuse. A consultation paper can help gather views from stakeholders before decisions are made about regulatory measures.
The government’s next steps will depend on the consultation process and the framework developed following discussions with industry and other stakeholders.
