The Indian government has proposed introducing colour-coded driving licences for Indian citizens and foreign nationals as part of planned changes to the country’s driving licence system. The proposal is included in draft amendments to the Central Motor Vehicles Rules put forward by the Ministry of Road Transport and Highways (MoRTH).

Under the proposed changes, separate colour schemes would help distinguish licences issued or renewed for Indian citizens and foreign nationals. The ministry has also proposed removing the requirement for affidavits sworn before an executive magistrate or notary as proof of age and address, aiming to prevent misuse of documents.

Another significant proposal would make it mandatory for driving licences to include the holder’s blood group, mobile number and emergency contact numbers. These details could help improve access to important information during road accidents and other emergencies.

The ministry is also considering changes to the safe-driving tutorial assessment, including raising the qualifying threshold from 60% to 75%. In addition, selected online driving licence services completed through Aadhaar authentication could receive a fee waiver, according to the proposal.

These measures form part of a broader effort to improve documentation, strengthen verification and make driving licence services more efficient. However, the proposals are draft amendments and should not be treated as rules already in force.

If implemented, the changes could affect licence applications, renewals and documentation requirements for both Indian citizens and foreign nationals.

The proposals are likely to draw attention from motorists and applicants who use online driving licence services. Further updates will clarify which measures are adopted and when any new requirements will take effect.
