The BRICS Parliamentary Forum adopted a joint declaration on October 27, 2026, condemning the 2025 Pahalgam terror attack and calling for comprehensive reforms of the United Nations, including the UN Security Council.
The declaration was announced by Lok Sabha Speaker Om Birla at the conclusion of the two-day 12th BRICS Parliamentary Forum in New Delhi. The gathering brought together parliamentary leaders and representatives from participating countries to discuss international cooperation and shared challenges.
The forum strongly condemned terrorism in all its forms and manifestations, pledging to strengthen efforts to combat the threat. It also emphasised the principle of non-intervention in the internal affairs of sovereign countries.
A key focus of the declaration was reform of the United Nations system. The participating representatives supported comprehensive changes, including to the Security Council, reflecting continuing discussions over the effectiveness and representation of global institutions.
The declaration also criticised unilateral economic and secondary sanctions, arguing that such coercive measures can have far-reaching negative consequences for human rights. It specifically highlighted potential effects on access to development, healthcare and food security.
The forum's position places terrorism, international governance and the humanitarian impact of economic restrictions among the issues requiring greater international attention.
The condemnation of the Pahalgam attack is particularly significant for India, which has consistently called for international cooperation against terrorism. Meanwhile, the demand for UN reforms reflects broader debates about how global institutions should respond to contemporary geopolitical realities.
Although the joint declaration outlines shared positions, its practical impact will depend on future diplomatic engagement and whether participating countries can translate these commitments into concrete action.
