External Affairs Minister Dr S. Jaishankar has reaffirmed India’s strong commitment to Bhutan’s developmental goals and priorities during his three‑day official visit from September 16–18.

In talks with Bhutanese Foreign Minister Lyonpo D.N. Dhungyel, the two leaders reviewed all aspects of bilateral cooperation and discussed regional and international issues of mutual importance. Both sides expressed satisfaction with the progress in the special India‑Bhutan partnership, highlighting achievements in health, infrastructure, and energy.

Dr. Jaishankar jointly inaugurated several projects, including the 65‑bedded Gyaltsuen Jetsun Pema Mother and Child Hospital in Mongar, the Jaganathan Bridge on the Samdrup Jongkhar‑Trashigang Highway, and the transfer of 43 jersey cows to Bhutan’s National Cattle Breeding Centre. India also handed over 54 electric vehicles and laid the foundation stone for the 500‑kilowatt Lunana Hydropower Project.

Energy cooperation featured prominently, with both sides noting the successful implementation of the Joint Vision on Energy Partnership (2024) and the inauguration of the 1020 MW Punatsangchhu‑II Hydroelectric Project. They welcomed the resumption of construction on the 1200 MW Punatsangchhu‑I HEP and the signing of a ₹4,000 crore concessional Line of Credit for future projects.

Additionally, the operationalisation of a UPI‑based digital payment facility for Bhutanese nationals in India was celebrated. Dr. Jaishankar also met the King of Bhutan Jigme Khesar Namgyel Wangchuck and Prime Minister Dasho Tshering Tobgay, reaffirming India’s enduring support for Bhutan’s progress.
