The Government of India has dissolved the Digital Communications Commission (DCC), an apex inter-departmental decision-making body under the Department of Telecommunications (DoT).
According to a government notification dated September 19, the commission will stand dissolved from the date the resolution is published. The move brings an end to an institutional framework that dates back to 1989, when the body was established as the Telecom Commission. It was renamed the Digital Communications Commission in 2018.
The commission brought together senior officials from the Department of Telecommunications and other government departments, including finance and policy-related bodies. It played a role in examining major telecom policy matters and proposals involving significant financial implications.
Over the years, the DCC was involved in decisions concerning issues such as spectrum pricing and recommendations made by the Telecom Regulatory Authority of India (TRAI). Major decisions were subsequently sent to the Union Cabinet for final approval.
The commission held its final meeting on September 3, where it considered matters related to satellite communication spectrum. Its recommendations on satellite spectrum are now subject to the next stage of government decision-making.
The dissolution comes as India’s telecom sector is undergoing broader regulatory and technological changes, including the implementation of the Telecommunications Act, 2023 and the transition towards a new authorisation framework. The Department of Telecommunications continues to function, with current government initiatives covering telecom infrastructure, digital connectivity and next-generation networks.
The development therefore marks a change in the institutional structure for telecom decision-making, rather than an end to government regulation of India’s communications sector.
